Meet David Billings, MPOA President
David Billings graduated from Missouri Southern State University in 1996 with a Bachelor of Science in Criminal Justice. While attending college, he worked full-time for the Carl Junction Police Department in southwest Missouri before beginning his career with the Raymore Police Department upon graduation.
Beginning as a Patrol Officer in 1996, David served as a Field Training Officer and Bike Patrol Officer while building a foundation in community policing and officer development. In 2002, he was assigned to the Investigations Unit, where he investigated a wide range of criminal cases. Since 2004, he has been a Certified Computer Voice Stress Analyst (CVSA) Examiner and has conducted hundreds of examinations for both pre-employment suitability assessments and criminal investigations involving suspects. In 2008, he was promoted to Patrol Sergeant before transitioning just ten months later to Sergeant over the Investigations Unit. He was promoted to Lieutenant over Patrol in 2018 and to Captain over the Patrol Division in 2022. In 2025, he assumed his current role as Captain, where he oversees the Investigations Unit as well as Records, Dispatch, Animal Control, and Property and Evidence.
Since 2004, David has been an active member of the Kansas City Metro Squad, collaborating with law enforcement agencies from across the Kansas City metropolitan area and assisting with numerous complex investigations requiring regional coordination and investigative expertise.
David has also served on the Board of Directors for the Missouri Police Officers Association for the past three years, helping advance professional development and strengthen the law enforcement profession across Missouri.
David and his wife have been married for 32 years and are the proud parents of two grown children, both of whom are married. One family resides in Greenwood, Missouri, and the other in Colorado Springs, Colorado. They are also the proud grandparents of two grandchildren. Outside of his professional responsibilities, David enjoys hunting, fishing, biking, and hiking.

I am honored to serve as President of the Missouri Police Officers Association. It is a privilege to represent the dedicated law enforcement officers of Missouri, and I appreciate the trust you have placed in me.
I look forward to working with our active and retired board members. Their experience, leadership, and commitment to this organization are invaluable, and I know I will learn a great deal from them as we move forward together.
One of my goals is to encourage greater involvement from members across the state. This association has always been strengthened by the people who give their time, ideas, and passion to it. I want to help our organization continue to grow while ensuring every member knows their voice matters. The Missouri Police Officers Association has always been a strong advocate for the men and women of law enforcement, and it will continue to be one. Together, we will support those who serve, advocate for our profession, and uphold the values that have earned this association respect throughout Missouri.
